세계 중앙조달기관 회의, 한국에서 5년만에 재개
- 6개국 한국, 미국, 캐나다, 영국, 이탈리아, 칠레의 조달기관 참석
- 혁신산업 생태계 육성, 공공조달법 제정 등 중앙조달기관으로서의 전략적 역할 모색

  조달청(청장 임기근)은 4월 16일과 17일 양일간 경기도 일산 킨텍스에서 제9차 세계 중앙조달기관 회의*(MMGP)를 개최한다.

  * 세계중앙조달기관회의(Multilateral Meeting on Government Procurement, MMGP) : 한국, 미국, 영국, 캐나다, 칠레, 이탈리아(Procurement G6) 각 대륙별 대표 중앙조달기관들이 공공조달 분야의 최근 이슈를 논의하는 국제 협의체

 ** 1차 미국(‘09), 2차 이탈리아(’10), 3차 칠레(‘11), 4차 한국(‘13), 5차 이탈리아(’16), 6차 칠레(‘17), 7차 캐나다(’18), 8차 미국(‘19)에서 개최

 이번 회의는 코로나 19로 인해 중단되었던 세계 중앙조달기관 회의를 5년만에 한국에서 재개, 팬데믹으로 인한 외부환경 변화에 따른 공공조달의 나아갈 방향과 중앙조달기관의 전략적 역할을 논의한다.

 회의에는 한국을 비롯해 미국, 캐나다, 영국, 이탈리아, 칠레 등 선진 중앙조달을 이끄는 6개국이 참여했다.

 회의에서 한국은 혁신조달, 우수제품 지정제도 등 혁신산업생태계 육성을 위한 조달제도를 설명한 뒤, 나라장터 시스템의 다양한 어플리케이션인 계약이행능력 시스템, e-발주 시스템 등 선진화된 K-전자조달의 우수성을 전파했다.

 또한, 한국의 ‘공공조달에 관한 법률’ 제정을 본격 추진하기 위하여 올해 10월 시행 예정인 영국의 ‘조달법’ 제정 사례를 함께 논의하였다.

 특히, 한국은 캐나다와 신성장 분야 및 전자 조달 시스템 분야 등 공공조달 관련 업무협약을 체결하여 상호 협력을 강화해나가기로 했다.

 한편, 조달청은 참가국을 대상으로 회의 기간 중 개최되는 ‘나라장터엑스포(4,17~19)’ 전시장 투어를 운영, 경쟁력과 기술력을 겸비한 우수 중소 제품들을 직접 둘러보는 기회를 제공하여, 우리 기업들의 해외 조달시장 진출을 측면 지원한다.

 임기근 조달청장은 “신산업 생태계의 조성수단으로서 전략적인 조달정책의 전환과 공공조달법 제정 필요성 등 에 대해 각 국 중앙조달기관간 공감대를 형성하였다.” 말하며, “아울러, 이번 회의를 통해 K-조달시스템의 우수성과 우리 혁신 기업들의 높은 기술력, 경쟁력을 재확인하게 되어, 앞으로 우리 기업들이 해외 조달시장에서 더욱 성장할 수 있는 계기가 될 것으로 기대된다“ 고 밝혔다.

Resumption of MMGP in Korea in 5 Years 
  -  Six Countries including the US, Canada and the UK Joining the Event
   -  Exploring Strategic Roles as Central Procurement Agencies such as Fostering Innovation Ecosystems, and Enacting Public Procurement Laws

The Public Procurement Service of Korea(PPS) hosted the 9th Multilateral Meeting on Government Procurement (MMGP) on April 16th and 17th at KINTEX in Ilsan, Gyeonggi Province.

  * The MMGP, involves leading central procurement agencies from Korea, the United States, the United Kingdom, Canada, Chile, and Italy (Procurement G6) representing each continent, for discussing recent issues in public procurement internationally.

 ** Previous conferences were held in the United States ('09), Italy ('10), Chile ('11), Korea('13), Italy ('16), Chile ('17), Canada ('18), and the United States ('19).

After a five-year hiatus due to COVID-19, the meeting resumed in Korea, discussing the direction of public procurement amidst external environmental changes caused by the pandemic and exploring the strategic role of central procurement agencies.

The event was attended by six countries leading central procurement, including Korea, the United States, Canada, the United Kingdom, Italy, and Chile.

During the meeting, Korea introduced its procurement systems to foster innovative industrial eco systems such programs as ‘Innovative Procurement’ and the government-designated ‘Excellent Government Procurement Product’, and then highlighted outstanding features of the nation’s e-Procurement such as ‘e-Order’ and the system to monitor suppliers’ post-contract qualification. 

Furthermore, with the Public Procurement Act to be established in Korea, relevant discussions were made over the reference case of the UK's "Public Procurement Basic Law" to take effect in October this year.

In particular, Korea agreed to strengthen cooperation with Canada by signing an MOU on public procurement, especially in new growth areas and electronic procurement systems.

In addition, PPS　is to run guided tours at the Korea Public Procurement Expo 2024 (April 17-19) for participants, providing an opportunity to directly appreciate quality products of SMEs equipped with competitiveness and technology, thus supporting domestic suppliers' overseas procurement market entry.

PPS　Administrator Lim Ki-keun stated, "Through the 9th MMGP, a consensus was formed among central procurement agencies of each country on the need for transformation to strategic public procurement and enactment of the Public Procurement Act," adding, "Furthermore, through this conference, Korea’s procurement system and technological and competitive capabilities of our innovative companies were appreciated throughout the meeting, which is expected to provide an opportunity for domestic suppliers to grow further in the overseas procurement market."
