혁신제품… 해외실증 통해 수출 지도 넓힌다

 조달청(청장 임기근)은 6월 18일부터 20일까지 인도네시아와 태국을 방문해 혁신제품 해외실증 시범구매 사업의 진행 상황을 점검하고 수출 확대 방안을 모색했다.

 혁신제품 해외실증 시범구매는 조달청이 구매해 해외 공공부문에서 시범사용하면서 성능과 품질을 검증하는 제도이다.

 조달청과 한국중부발전은 18일 인도네시아 찌레본발전소를 방문해 발전 기자재 관련 혁신제품 해외진출을 위한 업무협약(MOU)을 체결하고 혁신기업과의 간담회를 진행했다.

 양 기관은 협약을 통해 혁신제품 해외실증 협력, 발전 기자재 시범구매 사업 추진 등 기술력을 인정받은 우리기업 혁신제품의 해외 진출을 위해 힘을 모으기로 했다.

 한국중부발전은 인도네시아, 베트남, 미국, 스웨덴, 스페인 등 5개국 ·12개 해외발전소 운영 위탁 업무를 수행 중으로 이번 업무협약으로 발전 기자재의 해외실증 사업이 확대될 것으로 예상된다.

 현재 인도네시아 찌레본 발전소에는 미세먼지 저감 장치 세정 시 주변 설비를 해체하지 않고 손쉽게 개폐 가능한 혁신제품인 ‘스윙 블라인드 밸브’를 해외실증 시범구매 사업 일환으로 설치하여 운영 중이다. 

 백승보 조달청 차장은 인도네시아에 이어 19일과 20일 태국을 찾아 방콕시 부시장과 태국 왕립 경찰청 교통국장을 만나 전？후면 인식 CCTV 시범구매 사업 추진을 위한 협력 방안에 대해 논의했다.

 태국 방콕시는 고질적인 교통체증을 유발하는 교통법규 위반 차량에 대한 단속을 강화하기 위해 전？후면 인식 CCTV 도입을 검토 중이며, 이번 해외실증을 통해 제품 성능을 검증할 예정이다.

 백승보 조달청 차장은 “혁신제품 해외실증 시범구매는 현지 시범사용으로 성능과 품질이 검증되면 수출로 연계되는 확실하고 직접적인 수출 지원 제도”라며 “혁신제품의 해외시장 진출에 든든한 견인차 역할을 할 것으로 기대한다.”고 밝혔다.

 한편, 지난해 12억 규모로 시행한 해외실증 시범구매는 혁신제품 수출 계약 체결 등 우리기업 해외 진출의 교두보 역할을 하면서 올해 70억원으로 대폭 확대해 역점 추진 중이다.

Expanding Export Opportunities for Innovative Products
 through Overseas Demonstration

The delegates of the Public Procurement Service(PPS) of the Republic of Korea on their visit to Indonesia and Thailand between June 18 and June 20, 2024, checked the progress of the pilot purchase program though overseas demonstration for government-designated Innovative Products and explored ways to expand the nation’s exports.

The pilot purchase program is to encourage overseas public recipient entities to test use Korea’s Innovative Products purchased by PPS, thereby verifying their performance and quality. 

On June 18, the delegates from PPS and Korea Midland Power visited the Cirebon Power Plant in Indonesia. They signed an MOU to facilitate the overseas expansion of Innovative Products related to power plant equipment and held a meeting with Innovative Product suppliers.

Through this MOU, the two organizations agreed to collaborate on overseas testing of Innovative Products and to promote pilot purchase programs for power plant equipment, aiming to support the global expansion of Korea’s technologically-proven Innovative Products

Korea Midland Power currently manages operations for 12 overseas power plants in five countries, including Indonesia, Vietnam, the United States, Sweden, and Spain. This arrangement is expected to expand the overseas testing program for power plant equipment.

The Cirebon Power Plant is currently operating the "Swing Blind Valve," an Innovative Product that allows easy opening and closing for cleaning dust reduction devices without disassembling surrounding equipment. This is part of the overseas demonstration program.

Following Indonesia, PPS’ Vice Administrator Baek Seung-bo visited Thailand between June 19 and June 20 to meet with high-level officials of the Bangkok Metropolitan Administration(BMA) and of the Royal Thai Police. They discussed cooperation plans for the pilot purchase program of front and rear recognition CCTV systems.

BMA is considering introducing these CCTV systems to strengthen enforcement against traffic violations that cause chronic congestion. The performance of these products will be tested through the overseas demonstration program.

Vice Administrator Baek Seung-bo stated, "The overseas testing pilot purchase program is a definitive and direct support system for exports, as it connects overseas trial use with verified performance and quality to export opportunities. We expect it to serve as a robust driver for the global expansion of Innovative Products.“

Meanwhile, last year's pilot purchase program, with a budget of KRW 1.2 billion, served as a bridgehead for the global expansion of Korean Innovative Products. This year, the program's budget has been significantly increased to KRW 7 billion to further promote this effort.
