조달청, 필리핀 예산관리부 장관과 공공조달 협력 논의
장·차관 직접 나라장터 현장 체험 … 업무협약을 통해 조달정책 전반으로 협력 확대

 김윤상 조달청장은 1일 소공동 롯데호텔에서 아메나 팡간다만 필리핀 예산관리부(Department of Budget and Management, DBM) 장관을 단장으로 하는 방문단을 맞아 양자 협력회의 및 전자조달포럼 개최와 함께 양국간의 조달분야 교류·협력을 강화하는 업무협약을 체결했다.

 이번 만남은 필리핀 예산관리부의 요청으로 이루어졌다. 업무협약에는 △전자조달 고도화를 위한 포럼 정례화 △공공서비스 개선을 위한 혁신제품 현지 실증 지원 △공공조달 분야 우수 정책사례 공유 등 양국간 협력을 확대하는 내용을 담았다. 앞으로 양국 조달협력 분야가 전자조달시스템을 넘어 조달정책과 조달기업으로 확대될 전망이다.

 특히, 필리핀 예산관리부 장·차관과 조달실장 등 고위급 인사들로 구성된 이번 대표단은 본 만남에 앞서 어제(11월 30일) 대전에 위치한 조달청 나라장터 운영팀과, 콜센터를 찾아 직접 둘러보고 현장체험 하는 등 한국형 조달시스템에 높은 관심과 협력 의지를 보였다.

 김윤상 조달청장은 “필리핀은 우리나라와 비슷한 시기인 2000년부터 자체 전자조달시스템 ‘필겝스(PhilGEPS)’를 운영 중으로 한국이 기존의 노후화된 나라장터를 개편하여 내년 새롭게 개통 예정인 ‘차세대 나라장터’가 필리핀에 최적의 벤치마킹 대상이 될 수 있다”면서,

 “필리핀 측과의 협력 분야를 ‘K-조달’ 전반으로 확대해 나가는 한편 한국형 조달시스템에 관심이 높은 다른 발전도상국들과의 교류협력도 ‘차세대 나라장터’와 연계하여 적극 확대해 나가겠다.”고 말했다.

Kim Yoonsang, Administrator of the Public Procurement Service and Amenah F. Pangandaman, Secretary of the Philippine’s Department of Budget and Management co-hosted the PPS-DBM Bilateral Meeting and the Forum on Public Procurement, and singed an MoU for strengthening mutual cooperation on public procurement at Lotte Hotel Seoul, on December 1, 2023.  

The Meeting was organized at the DBM’s request. During the visit,  the MOU between PPS, DBM and Public Service-DBM was concluded, which contains substances including regular fora for the advancement of e-procurement systems, support for the international validation of Innovative Products to improve public services and enhancement of bilateral cooperation including through sharing best procurement practices.     

In particular, the DBM delegation comprised of high-rankig officials including secretary and undersecretary visited PPS’ KONEPS(Korea ON-line E-Procurement System) management team and the government procurement call center and expressed keen interest in KONEPS. 

PPS Administrator Kim Yoonsang said, “PhilGEPS, the Philippines’ own e-procurement system, has been operated since 2000, almost similar start with KONEPS which was launched in 2002. The Next-Generation KONEPS, an upgraded version of the current KONEPS to be launched in 2024, will probably be a proper model  for the upgrade of PhilGEPS.”

He also added, “PPS will strive to expand this bilateral cooperation with the Philippines across overall K-Public Procurement and actively expand procurement cooperation with other developing countries interested in KONEPS in connection with NEXT-Generation KONEPS.
