K-전자조달, 메소포타미아의 이라크에 경험 전수

 이라크 전자조달 연수단은 1일 조달청을 방문해 한국형 전자조달 시스템(나라장터) 운영 현황을 살펴보고, 한국형 공공조달의 최신 동향을 확인했다.

 조달청은 이라크 쿠르드 지방정부에 한국국제협력단(KOICA)의 무상원조 사업을 통해, 2019년 12월부터 2021년 12월까지 43억원 규모의 K-전자조달시스템 KEPS 구축을 완료하였고, 2022년부터 현재까지 이라크 전자조달시스템 활용 교육 등을 실시하고 있다.

 기획부, 내무부, 건설부 등 다양한 부처로 구성된 연수단은 조달청과 정부조달콜센터를 찾아 전자조달시스템과 콜센터 운영 노하우를 전수받았고, 내년 상반기 개통 예정인 차세대나라장터에 높은 관심을 보이며, 조달청에게 지속적인 노하우 전수를 요청했다.

 이라크 기획부 다라 아지즈 키디르 연수단장은 “K-전자조달 노하우가 접목된 이라크 전자조달시스템이 앞으로 공공조달 행정의 투명성과 효율성을 한 단계 높이고, 타 중동지역으로의 확산을 이끄는 전자조달 모범사례가 되기를 희망한다.”고 말했다.

 김윤상 조달청장은 “K-전자조달 시스템이 외국 현지에 맞게 잘 운영되기 위해서는 전자조달 시스템의 완성도만큼 현지 조달공무원들의 역량개발이 중요하다.”면서,

 “앞선 전자조달 시스템 운영 경험을 배우고자 하는 아프리카·중동 및 남미지역 등 세계 여러 국가들에게 전자조달 역량강화 사업들을 적극 지원해, 나라장터 수출이 지속적으로 활성화 될 수 있도록 하겠다.” 고 말했다.

PPS conveyed its experience and expertise of Korea’s e-procurement system with fourteen Iraqi-Kurdistan government delegates 

Fourteen Iraqi-Kurdistan government officials visited the headquarters of the Public Procurement Service in Daejeon on November 1, 2023, looking into KONEPS*, Korea’s e-procurement system and the latest development of the nation’s government procurement.

PPS had successfully established an e-procurement system named KEPS* based on KONEPS through an KOICA* ODA program in the Kurdistan Regional Government(KRG*) of Iraq from 2019 to 2021, with a total budget of 4.3 billion KRW. Since 2022, educational programs on the usage of KEPS have been implemented.

The delegation, composed of representatives from various ministries such as planning, interior, and construction, visited PPS and its government procurement call center. They received insights into the operation of the e-procurement system and the call center. And the Kurdistan delegation expressed a keen interest in the Next-Generation KONEPS scheduled to be launched in the first half of next year, requesting ongoing knowledge transfer from PPS.

Mr. Dara Aziz Khidhir, the head delegate, stated, “We hope that KEPS built upon KONEPS will enhance transparency and efficiency of public procurement administration and act as a model that catalyzes the spread of e-procurement throughout the Middle East.”
 
Mr. Kim Yoonsang, the PPS Administrator, emphasized, “For the successful operation of KONEPS-based e-procurement systems in foreign countries, the capabilities of local procurement officials who use the system are as crucial as the quality of the system itself.”

He also added, “PPS will actively support e-procurement capacity building projects in many parts of the world including Africa, the Middle East and Latin America wishing to learn from Korea’s experience of e-procurement so that KONEPS will be introduced to as many countries as possible.”
